CSXWT was part owner and operator of this new container terminal in the Dominican Republic, with Bouygues as the construction manager. Two 300 metre long berths with respectively 14 metre and 15 metre alongside water depth were to be built as part of the first phase of construction. These would be protected by a 900 metre breakwater. This would later be extended to a 1,000 metre quay providing three berths.

Beckett Rankine was appointed to assist with the audit of the contractors design, particularly in relation to the new breakwater and quay structures. This work has included review of proposals for the rock breakwater armoured with concrete units and the hybrid combipile-RC quay.

Completion of the first phase of this 50 year concession project will see a container throughput of 700,000 TEU per annum, rising to more than 1,000,000 million TEU with all three berths fully operational. This terminal has since been taken over by DP World as their main hub in the region.
