The Montevideo LNG project was conceived to develop an import facility around the world’s largest Floating Storage and Regasification Unit (FSRU) just outside Montevideo harbour.  

The GNL del Plata terminal was promoted by Gas Sayago SA to secure a long-term LNG supply for the region. It would lie 2.5km offshore in the River Plate, protected by its own 1.5 km breakwater and becoming a part of the Port of Montevideo. Gas would be taken ashore from the FSRU through a sub-sea pipeline.  

Beckett Rankine was engaged to define the navigation and maritime service requirements for the project. This included advising on implementing standards and procedures commonly used at LNG terminals internationally, as well as options for the provision of towage.  

Our roles included preparing model regulations, assessing tug and port service capability, and advising on contracting strategies. With our support, the navigation simulator at the local Naval Academy was also upgraded to suit the requirements of the project. This meant a programme could be developed so that pilots and tug operators can undergo specialist training for LNG vessels without having to travel overseas. 

Despite significant progress, including extensive consultation with local pilots and authorities, the project was cancelled following political changes in the region.
